abstract

 This article reviews the recent trend of ICT in Thailand. The current status of the industry is discussed along with the government’s policy to support. The human resource development and the shortage that may resist the development will be addressed.

1.Background

 Thailand, a member of the ASEAN community, has a population of 66.2 million which is 10.35% of ASEAN population. GDP was US$455 billion with the growth of 3.9% in 2017(1). It has developed herself from an agricultural based industry using low cost labor to a heavy industry and now trying to produce high-technology innovative products. The 20-year national strategic plan(2)has three aims to elevate Thailand to the status of a high-income nation, to reduce inequality, and to promote environmentally sustainable growth and development.

 The government pushes for digital development by creating the Digital Development Plan for Economy and Society (National Economy Master Plan)(3).

 The National Economy Master Plan will encourage the country to constructively make use of digital technology to its full potential in the development of infrastructure, innovations, information, workforces, and other resources, to mobilize national economic and social development to stability, prosperity, and sustainability according to the government’s policy. National Economy Master Plan is divided into 4 phases during 20-year period, that is, laying digital foundation, entering digital economy and society through participation of all sectors, full-potential reform for “Digital Thailand”, and digital technology for the upgrade of Thailand to a developed economy. The National Digital Economy Master Plan has 6 strategies: ①Hardware infrastructure; ②Digital Economy Acceleration; ③Digital Society; ④Service Infrastructure; ⑤Digital Workforce; and⑥Soft Infrastructure.
